Location Compliance Certification + LPG
How do you obtain LPG Compliance?
How can you prepare prior to a site inspection
- If you are a new location – Notification to Worksafe NZ is required
- Site plan detailing the location of the LPG on your location
- Hazardous Atmosphere zoning (can be on the site plan)
- Signage on the cage or entry to the location
- Secured LPG from unauthorised persons
- Current inventory list of your LPG
- Training evidence of staff with regards to LPG Flammable gas class 2.1.1A
- Emergency response plan (ERP) detailing what to do in the case of fire and gas leaks
- Testing of the ERP
- Fire extinguishers must be readily available (within 30m of the LPG storage)
- Site plan detailing the location of the LPG on your location
- Hazardous Atmosphere zoning (can be on the site plan)
- Signage on the cage or entry to the location >250kg LPG
- Secured LPG from unauthorised persons
- Current inventory list of your LPG
- The cylinders are located externally and chained in case of earthquakes
- Cylinders are placed on a level , water shedding surface (eg concrete pavers)
- The area behind the cylinders(if against a building) is non combustible material for 2m each side
- No openings to the building within 2m of the cylinders
- No drains within 1m of the cylinders
- No electrical or sources of ignition within 1.5m of the cylinders (eg aircon equipment)
- Training evidence is via the gas provider (where you do not handle the gas)
- Emergency response plan (ERP) detailing what to do in the case of fire and gas leaks >300kg LPG
- Testing of the ERP > 300kg LPG
Do I need a location compliance certificate?
- Yes if you store hazardous substances with a classification of 1 – 5, 6, 8
- Explosives, Flammable Gases, Flammable Liquids, Flammable Solids, Oxidizing Agents and Organic Peroxides, Toxics and Corrosives.
Are there limits on these substances?
- There are thresholds for each type of hazardous substance which trigger whether you require location compliance certificate, certified handlers and hazardous substance zoning

Certified Handlers
Persons selling, storing, transporting or handling Classes 1, 6 Hazardous Substances must be certified as Certified Handlers.
Certified Handlers looking to renew their expired certificate.
Including:
- Explosives
- Pyrotechnics
- Fireworks
- Chemical Awareness
- Flammable Liquids and Gases
- Corrosives
- Toxics and Eco-toxics
This certification is valid for a 5 year period where you will be required to renew your certification.
We can provide you with a renewed Certified Handler certificate if you have the following information:
- Documented work experience – may be way of a log book
- Supporting evidence of work history from your place of work.
- Any training courses you have completed relevant to hazardous substance/s you wish to be approved for.
Approved Fillers
Anyone filling compressed gas containers with gas must be an approved filler. This applies to all compressed gases, including air. Compressed gas containers include:
- Industrial gas cylinders
- Liquefied petroleum gas (LPG) cylinders
- Self-contained underwater breathing apparatus (SCUBA)
- Self-contained breathing apparatus (SCBA), which is used extensively by the Fire Service and in industrial applications.
- Fire extinguishers
- Aerosol cylinders
- Paintball cylinders. If you fill paintball cylinders of more than 500 millilitres water capacity, you must be an approved filler. You need to know about the gases you are using to fill the cylinders and how to do so safely
Please refer to the application form below for more information. Rifft’s eLearning course forms the theoretical component of the approved filler process, you must still provide additional evidence before the compliance certificate is signed off. We have a two stage process to competing the approved filler process
1) Complete the online training course, which will complete the theory aspect of the training. – Click here to register
2) Once you have completed the online training course, send a copy of the completed application form below, the completed training certificate, along with the additional evidence that is outlined inside the application form to info@tcomp.co.nz. Your application will be reviewed by the certifier and if satisfactory a certificate will be issued. The compliance certifier may require a site visit to accurately assess the evidence provided.
Stationary Container Systems Compliance Certification
Do i need a Stationary Container Certification?
Yes, for…
- All below ground tanks and process containers with a capacity of more than 250L
- All above ground tanks with a capacity of more:
- 2500L containing Class 3.1A, 3.1B
- 5000L containing Diesel, Toxics, Corrosives or Ecotoxics
- 500L Containing hazardous gases
- Where a tank is connected to a burner or generator:
- 50L containing 3.1A, 3.1B, 3.1C supplying internal combustion engine
- 500L containing 3.1D supplying internal combustion engine
- 60L containing a 3.1 substance supply a burner
What is Secondary Containment (bunding)?
The purpose of the HSNO Act 1996 is to protect our beautiful NZ environment. One way to achieve this is to ensure hazardous substances are well contained.
Containment of the liquid substances if they escape from the tank/container in which they are stored. The secondary containment must also provide recovery of the spilled substance.
What capacity is needed?
- This varies due to the size of tank, the hazardous substance being stored and whether the containment is above or below ground level.
